MEET KEVIN

Kevin R. Steele is committed to serving his Community, County and Commonwealth. He is an award-winning prosecutor, a professor, a community leader, a husband and father of 3. Kevin presently serves as Montgomery County’s First Assistant District Attorney and is second in command of the District Attorney’s office.

In Steele’s work as a prosecutor, he strives for justice for the victims of crimes, while respecting the dignity of all, to the end of making our community safe for the people living and working in Montgomery County. Steele has a reputation for being a tough, skillful and innovative prosecutor, taking on some of the most challenging cases in the county.  Steele is also known for his innovative use of technology in our county courtrooms, collaborative efforts with law enforcement agencies and his leadership in the office's 98% conviction rate.

  • A career prosecutor, Steele was sworn in as Deputy District Attorney in Dauphin County in 1992. Steele has served under five District Attorneys.

  • In 1995, Steele joined the Montgomery County District Attorney’s Office; served as an Assistant District Attorney, Captain of the Narcotics Unit, and Chief of the Trials Division.

  • Montgomery County’s First Assistant District Attorney since 2008; he is second in command of the District Attorney’s Office.   

  • Maintains a caseload that he personally prosecutes and has specialized in the prosecution of homicides.  Steele has helped lead the office to a consistent 98% conviction rate during his time as First Assistant.

  • Prosecutes violent crimes, sex crimes, drug crimes as well as abuse crimes against our most vulnerable, children and elders.

  • Works closely with District Attorney to manage 145 prosecutors, detectives and administrative staff.

  • Staff handles approximately 10,000 prosecutions a year.

  • Works closely with the Montgomery County Narcotics Enforcement Team and the over 400 officers from local police departments, who are sworn as Special County Detectives assigned to the Montgomery County Drug Task Force.

  • In conjunction with the narcotics and violent crime work,  Steele supervises investigations involving both consensual and non-consensual wiretaps.

  • Steele maintains a caseload of homicides he prosecutes personally.

  • In 2008, the Police Chief's Association made him an associate member of the organization. Steele works with Police Chiefs to provide officers with case law updates and training, allowing our officers to remain on the forefront of legal issues.

  • Steele has successfully prosecuted first degree murder cases in both Dauphin and Adams Counties. In 2013, he tried a case in Gettysburg with the Adams County District Attorney where a law enforcement officer was murdered.

  • After the successful prosecution of the Gettysburg case, Steele received the Award for Excellence in Trial Advocacy of Capital Cases,  2012-2013 presented in Washington DC.

For more than a decade, Steele has worked diligently to give back to those interested in Criminal Justice. He has taught extensively for the police academy and provided courses for prosecutors and police officers throughout the Commonwealth of Pennsylvania.  He has also taught various college courses focused on Criminal Justice and brings a real world approach to the classroom.

  • In 2014, Steele was appointed to serve on the Leadership team of the Montgomery County Drug Overdose Task Force, which is a multi-disciplinary and collaborative approach to stemming the tide of the dramatic increase in narcotics overdoses in the County, and the broader issue of narcotics abuse in general.

Steele works with numerous organizations on a variety of issues and subjects to enhance law enforcement efforts to create a safer community.

  • Works with prosecutors in the Pennsylvania District Attorney’s Association, the National District Attorneys Association, and the Association of Prosecuting Attorneys to continue to stay on the forefront of issues involving the administration of justice.

  • Works with leaders of the Quattrone Center for the Fair Administration of Justice at the University of Pennsylvania Law School and the Jerry Lee Center of Criminology of the University of Pennsylvania to establish innovative programs to assist prosecutors in their duties pursuing justice.

  • Played an integral part in developing a leadership training program for Pennsylvania prosecutors.

  • Steele sits on the Pennsylvania Elder Abuse Medical Advisory Board.

  • Member, Pennsylvania Attorney General's Elder Abuse Medical Advisory Board.

  • In 2013, the Philadelphia 76er's honored Kevin Steele with the Heroes Among Us award for his involvement with Big Brothers Big Sisters and for making an outstanding assist to better our community.

  • Board of directors of  local fire department since 1997. Elected annually as Vice President since 2002.

  • President of  local civic association, running the 4th of July neighborhood parade and festivities.

  • Penn State - Steele is actively involved with his alma mater.

    • Vice President of the Penn State Alumni Association (the largest dues paying alumni association in the country with over 174,000 members and a global alumni network of over 600,000 strong)

    • Penn State Dickinson School of Law Alumni Society Board of Directors.

    • President of the Graduate School Alumni Society of The Pennsylvania State University.

Steele has worked on a number of initiatives for the benefit of our community including our most vulnerable, our children and elders.

  • Kevin and his wife Tracy are raising their three children in Lower Merion Township, Montgomery County.

  • Steele coaches youth sports for his children including baseball, softball and basketball.
